Holdrege & Kull provided environmental engineering services for the Butte Community College (BCC) Phase III Solar project on the main campus in Oroville. The project consisted of multiple solar array construction areas within the BCC campus. H&K performed inspection, monitoring, and reporting in accordance with the project’s Stormwater Pollution Prevention Plan (SWPPP) and the requirements of the State Water Resources Control Board, National Pollutant Discharge Elimination System General Permit (NPDES) for Storm Water Discharges Associated with Construction and Land Disturbance Activities (Construction General Permit) (Order No. 2009-0009-DWQ, NPDES No. CAS000002).
H&K’s Qualified Stormwater Practitioner (QSP) provided monitoring services in accordance with the Construction General Permit (CGP), including weekly, pre-rain, during-rain, post-rain, and quarterly non-storm water inspections and report preparation. As construction activities were completed, H&K’s QSP documented observations regarding revegetation efforts implemented by the contractor. The observations of final stabilization were used when the project owner filed the Notice of Termination (NOT). They were also used to meet the conditions for termination of coverage under the CGP.
