As a subconsultant to CALTROP Corporation, Holdrege & Kull provided construction materials testing and inspection services to Caltrans District 3 during its 2011-2015 on-call contract. H&K provided materials testing services on numerous projects within budget and in accordance with the task orders provided under the contract. Two of the projects are highlighted below.
I-5 Reconstruction Project, Elk Grove, CA
H&K provided materials testing and support of Caltrans staff for over 17 miles of I-5 from the San Joaquin-Sacramento County line to the City of Sacramento. The project utilized over 460,000 tons of asphalt mix using warm-mix technology. Sampling in accordance with CTM 125 was completed by staff during production and placement of both Portland cement concrete and Hot Mix Asphalt paving. Laboratory testing performed included CTM 202, CTM 217, CTM 308, CTM 309, and CTM 382, in addition to other testing required as part of the Quality Assurance program. H&K personnel also worked with Caltrans to help facilitate the certification of the Caltrans Laboratory which was scheduled to handle the testing of the materials. Construction on this high-profile project was performed at night, which placed special demands on project personnel. Working at night not only increases the difficulty to complete the assigned task, it also increases the risk of injury. To mitigate this, H&K equipped each vehicle with additional lighting and provided specific training to the technicians on night operations.
I-80 “Over the Top Project,” Sacramento, CA (03-3797U4)
Currently underway, this $133.3 million project includes the construction of approximately 10 miles of bus/carpool lanes in both directions, repaving of the existing highway from east of the Sacramento River Bridge to Watt Avenue, and the addition of approximately one mile of new auxiliary lanes from West El Camino Avenue to the Interstate 80/Interstate 5 interchange. Funding sources for the project include Prop 1B, plus local, state and federal funding. H&K staff provided materials testing in accordance with Caltrans Standards during construction of the subgrades, aggregate base, and both Portland cement and Hot Mix Asphalt Paving. Senior staff members with H&K were specifically requested for the project to provide materials testing during construction. Due to high traffic volumes and the complexity of the project, work was performed at night, requiring the skill set of an experienced and “seasoned” materials tester to complete the tasks assigned during construction.
